Yes, it would.. but many potentially creators do not know how to make debs incl. me. But pack it as an tar.gz is not that hard. So i think it could potentially give more icon-theme-pack creators this way. The only problem would be to redistribute them.. there a deb would be a lot better. There are a lot good looking icon-theme-packs on gnome-look.org and deviantart that are gpl'd. It would just need someone to download and rename them to fit Maemos folder structure. So pretty much any one could do it..
