It's intended prosecution of that Russian arms dealer on the grounds that he intended weapons to sell weapons that may (speculatively) be used to harm US citizens in Colombia - just how does the US claim jurisdiction when none of those activities are taking place on US soil? Its prosecution of Afghan nationals for killing US soldiers in Afghanistan - WTF you invade a country and don't expect retaliation?
