Was the phone turned on when it went under? I imagine it would have better chances of surviving if it was not running. And with the alcohol thing, make sure there is no chance of electricity running anywhere (don't short circuit anything though), otherwise, if the sea didn't kill it, the fire might.... Also, remember that alcoholl often isn't pure, it's dilutted in water. )
