/etc/ssh/sshd_config (set PrintMotd to yes), and of course /etc/motd itself.

That's assuming your sshd is openssh - if you're using dropbear it's a compile-time option, so if it doesn't already print it you'll have to rebuild it.

Why do I wan't this? It's real easy, I don't like the built in MOTD when I'm connection to my phone.
That's not a MOTD, just the busybox banner.
