/sbin contains system administration tools that are dangerous for the ordinary user, which is why it's not in the path of an ordinary user. Only root has /sbin in its path.

Strictly speaking the permissions of the individual utilities should be set so that ordinary users can't use them. But I guess this kind of security is less of an issue on the N series tablets.
