It's installed, I used both that and uname -r

Edit: even though it's installed I still found it in the app manager

Edit Reinstalling power-settings-kernel and rootsh and reebooting fixed all of the issues
Turns out some stuff was lost during the update and I didn't restore from the backup properly. I checked now and it turns out I was OC'd the entire time but I couldn't access the settings.
