1: Install power kernel from the app manager.
2: Read a bit about it on the wiki
3: Set it up with your preferred profile (and make it "stick" on reboot)
4: (optional) Install QCPUFreq from app. manager. Gives you a gui to set max freq.

all of the above is a normal install procedure. only thing you need to read about is power kernel command like tools.
