I think I just changed my opinion on this.

I now believe that, in fact, Nokia does not have any obligation; it's not part of the whole GPL-game at all.

It's totally irrelevant for me as a customer what T&C are in place between Nokia and the publisher. (The T&C attila77 cited in his post above)

But there are T&C in place between me and Nokia that I agreed to before I download content from the store. In these T&C, I agree to the following:

You acknowledge that you are purchasing the license to any Publisher Content from that Publisher only. Nokia is acting only as an agent for the Publisher in providing the Publishers Content to you. Nokia is not a party to the license between you and the Publisher with respect to any Publisher Content;

I simply hadn't read this before. Seems to make things a lot simpler. - Or am I wrong?
