I personally don't find it hard to comment code but I have written technical guides to document how to utilize the software I created or even the machines in a laboratory. I guess part of it is that you don't want to write something that leads to a user misunderstanding. Though that's personally my own reaction and I come from more of a usability standpoint.

Don't get me wrong, I do think it's needed. But encouraging developers to do it is another story. =P
