shocking no one posted a fix after all this time.

RESTART COMPUTER

PRESS F8 BEFORE WINDOWS LOGO APPEARS

SELECT "DISABLE DRIVER SIGNATURE ENFORCEMENT"

retry flashing with emmc

worked for me...
