You are missing command 'ucf'. It is needed to configure 'libpaper1'. (And tuxpaint is depending libpaper)
Libpaper is depending on ucf, so I do not know why it is not installed.
check do you have ucf installed and working
apt-cache policy ucf
which ucf
ls -al /usr/bin/ucf
ucf --help
