If there is no /etc/xbindkeysrc.snx (for whatever reason), then there are no keybindings and Ctrl+Return can't work.
"dpkg --purge snx" (forget about the other packages), "rm /etc/xbindkeysrc.snx*", apt-get install again and make sure /etc/xbindkeysrc.snx is there.
Also, do you have any rx-51 keymap modification which could affect the keybinding?
Is your keymap any special (non-latin) one?
