It seems there are 2 options here:
1) Install 32-bit Python, then edit registry, then 32-bit PIL, etc, as described here: Installing PIL (Python Imaging Library) in Win7 64 bits, Python 2.6.4
2) Use unofficial 64-bit builds: running PIL on 64bit
