There never has been in the past, apparently it's not in Nokia's DNA to declare something EOL. However Andre's comments in bugzilla paint a clear picture: if development was still ongoing there would be lots of "FIXED in internal build XXXXXX" comments, but there's none of that. We do see a lot of "FIXED in Harmattan" instead.
