The linux kernel is the one that controls how the memory is swapped in or swapped out. The script free some critical memory from apps and processes, but you can not know if the memory from the app you are restarting was on the ram or the swap, so every time you run the script you can see the ram is freed or the swap is freed, or maybe both, but it depends on where the kernel decided to store you app.
