There might be a broken dependency chain.
Code:
~ $ apt-cache rdepends maemo-cplusplus-device-env
maemo-cplusplus-device-env
Reverse Depends:
Nothing depends on maemo-cplusplus-device-env.
Can't you just add it to the dependencies of your application?
