QCPU not needed.
Please, open x-terminal and put this command:

python /usr/lib/hildon-desktop/maxcpu.py
Go back to the desktop (without closing x-terminal). You must see a new widget (look at all that your destkop).
Try to change frequency with "+" button and confirm with "yes".
Go back to x-terminal and post output, please.
