Yep I'm all for that, we can simply encode the .install file path in a QR code and it will be downloaded and handled by the mime hander app (HAM) or we can add a custom handler for URLs ending in .install, or we can go the Android route and use a special keyword in the barcode (afair Android uses market:// or similar)
