I was looking at this News Release from the TELECOM REGULATORY AUTHORITY OF INDIA. It seems to be legalising VoIP in India.

I also note that ISPs are expected to "... install Lawful Interception equipment."

It seems to me that Skype, having a proprietary encryption might render the Lawful Interception Equipment moot. What is the point of intercepting gibberish? However, this report indicates the encryption is not an issue.

zFone, an open source encryption for electronic communication pops up in discussions of encryption and backdoors.

This is a thorny area. People want privacy, governments want information, bad guys want information. Encryption provides the privacy but backdoors allow anyone smart enough to open the back door in.
