That is correct. There is no official Adobe Flash plugin for web browsing, nor Adobe AIR runtime for any iOS device.

What Flash CS5 and Adobe labs Panini and Burrito are doing is basically wrapping ActionScript 3 with an ObjectiveC wrapper that allows it to run.
