Of course dalvik is ported. The apps are not. Why do you confuse the OS with the apps? Android is ported and so is the VM. But the apps that use the VM instantly start using those extra features indirectly, since the VM is already using them.
Oh I see I guess they also has abandoned android NDK why even bother using C++ for advanced games when they can stick with Dalvik then?

I am just realist. You have same porting problems in with and VM too.
Just look at java/flash on desktop different issues on different OS. An I am sure you have even more fragmentation on mobile platform that probadly is one reason many phonemanufactors doesnt even upgrade android on phones.
