i didnt get the last part. what to do if the ARP number remains static?
The ARP request is generated when you successfully authenticate with the router or another client does. Aircrack will then re-inject the ARP request to try and generate more, thus capturing IVs.

Try authenticating again but bear in mind that some routers just will not be cracked
