But please, let's stop this discussion here. It's a bit off topic. All I wanted to point out in the first place is that proof of purchase can be difficult to obtain it multiple situations.
This discussion is not off topic because it's touching important moral dilemma about helping or not helping these forgettable, mostly new, users.

Sealed box doesn't proof anything, here is example: 4.000 stolen (sealed) iPhones. Same is with attaching receipt here, which is in my opinion pointless request, because nobody can check it's authentic. Also the fact that I'm member of this forum already 1 year, doesn't proof that I'm honest and that I'm not asking for unlocking code for other, maybe stolen, phone.

Regarding "resellers" I could tell just this, if everything is legal, then there is no reason why second or third buyer in the line would not get papers for legal purchase abroad. Last year I bought a phone for my friend who lives in non-EU country. He got from me the phone in a sealed box and with all my purchase papers. If he's going to sell the phone to the next buyer in his country, he will give him also these papers.
