Microsoft and Nokia already have a lot of cooperation going on. Bing maps is powered by Nokia's Naveq for instance.
We really have no idea what exactly is going to be announced. Nokia is only stalling. Normally when someone announce and announcement, it is something substantial, something real. Nokia use it the other way, they stir things up knowing that it will create all kind of rumors because the whole industry is waiting for Nokia to act. Then when time comes, they will simply say (like they have said on a number of occasions), "what we really meant was..." or "this (insignificant and irrelevant feature compared with the expectation they have created) is great because - **** , and we will make an announcement later concerning details.

Another thing is why don't Nokia make it 100% clear that hey have no intentions of using WP7? There is only one reason for this, they do not want to cut off that option. No matter how unlikely using WP7 is, they still want to keep that possibility open. This is not good.
