That's a risky bet.... and I'm betting (huge) that he's working his *** off to steer Nokia off that course.
I think we can all agree that Symbian has a lot of "legacy" issues that make it hard to improve quickly.

MeeGo, being something new, can start from zero and make a truly stunning device.

So far, so good. Off course, I notice that first Elop complains that there are many devices, then he complains there is only one MeeGo device, but oh well.

The point Elop drives in (and I agree with that) is that, as Texrat commented too in Engadget's post; Nokia can't survive on devices alone anymore.

So I believe that the MeeGo device must be the tip of the icebreaker. It must come with an ecosystem behind.

And I think there is where the "joining or catalyzing" part comes as well. Because, you either dominate the landscape, and everyone has the same applications because everyone has the same platform (MS position on the PC market / Maybe Android in the future?) or there is some sort of platform cross-compatibility, so it doesn't matter your platform; you will have the app you want.

So, some kind of agreement between Android/Google, QNX/RIM, MeeGo/Nokia-Intel, that assures that apps will be compatible between platforms could be a huge game changer.
