Desktop Windows has a huge lock-in factor - all those legacy apps and apps that are only available for Windows makes ditching Windows hard. They can release **** and many people will still be "forced" to buy it. Vista may have been a total failure in software terms, but it allowed MS to make even more money - once, by forced bundling into new computers/notebooks, and again when people have to pay to upgrade back to XP.

In phones MS has no lock-in advantage to exploit. And WP7 isn't even compatible with old WM. If WM was a separate business it would have folded a long long time ago. MS has pumped billions of dollars into it and in return are rewarded with miniscule and still declining market share.
