Unlikely. Many software and device vendors have even actively created similar leakages in the past. For example, Nokia themselves are effectively spreading cell phone firmware from a UK only site, in spite of a official support-center-only policy in other regions. After all, having the software taken rather than giving it away has all the advantages of a public test, without requiring the support effort.

In any case, they could and would have used better methods if they would have had to protect their firmware - requiring a device ID will probably be done to prevent clueless users from sueing for damages after they toast their device with unsuitable firmware, and to gather statistical data on the number of actively maintained devices.
