Not sure where you saw the word "perfected"... the OP queried about "full working ports" - both terms are open to opinion as to their definition.

For example: I've read a lot of people complaining in the past about 2008HE on the N800, but I happen to think it's phenomenal (and still use mine every day). I've yet to see any phone I'd consider to be "perfected". My Blackberry 8900 Curve work phone is a total POS in comparison to my N800 - seriously. The BB crashes about 10x more often, the UI could not suck more, and... I'll just stop there to avoid hijacking the thread (please no BB vs. Maemo debates here).

My interpretation of the OP's question was "all the critical features work", which, from the ports I've seen, they don't. On one, the display doesn't work, on another, the touchscreen doesn't, I'm not sure if the phone functions on any of them. Hence, the tone of my reply.

Contrast that with 2008HE, where every function of the device works (albeit with some limitations, like the camera issues that require you use a non-stock camera app).

Personally, I'd be thrilled to find a beta-quality port of MeeGo or Maemo on any modern device (with all of the critical features functioning).

Also, keep in mind that MeeGo is being worked on (still) by other companies, where Maemo has always been a Nokia-only project (I'm talking commercial efforts here, not free donations of time and effort by the community).
