He is making a very bold move and if his bet pays off (which has a better gain rate than android) he is going to put Nokia in the center of the map.
I don't think anybody believes he is going to run Nokia to the ground with intent. That would be counter-productive for both his interests, Nokia and Microsoft, but anybody who believes that the choice of going with WP7 rather than Android is based on some altruistic choice of "making it a three horse race" is naive at best.
