Windows system is quite easy to develop on, and the baggage of having to pull Qt framework is large compared to learning a few APIs. Not to mention a RAD tool will make it a breeze.
People that work with Qt are not Linux alone, no, but Qt isn't big on Windows and moving the entire framework is quite a load. I'm thinking that attracting native developers is easier than pulling people over.
