I think MS knows full well the current WP7 status, that's why they struck a deal with Nokia.

WP7 cannot compete yet on its own merit in the smartphone segment:
- Android fanboys are the geekier kind, which would know WP7's technical deficiencies.
- iOS fanbase are tied to Apple's ecosystem
- BB userbase are too pragmatic (and tied by their enterprise's ecosystem to move elsewhere)

So they want to poach Nokia's significant fanbase which are pretty much OS agnostic and brand-loyal.
