SIM card is not relevant, because I am using N900 and I dont even put my sim when I am overseas for some trip. And I am still able to access internet using wifi only :-)
I wouldn't expect the SIM to be relevant either, but the discussion I linked to seems to indicate otherwise.

I'm not sure what you mean by "without any Key".
Do you mean look for an open access point? There are many around me (I can see them with my N800). The N900 can't see any of them, nor the WEP or WPA ones.

I've tried scanning many dozens of times (even just re-flashed again, this time without a SIM card installed)... it can't see any networks.

The problem isn't that I can't connect to networks, the problem is it can't even *see* any.
