Aha, I've got an HP netbook that had the same problem. I managed to get the wifi chip into a bad state (by installing a copy of Fedora that had a bad driver for the chip), and couldn't get the wifi back on even after rebooting. The chip had to be specifically reset somehow, or it would never come back...
