@devildriven: OK, my bad, rereading my post I see I was unnecessary rough. On the matter - you should run dpkg command in exactly the same folder where you have saved .deb file. What I see is that you execute it in /home/user. cd into /home/user/MyDocs and try again (type MyDocs with capital M and D, exactly how it is here). If the result is the same then find somehow where the file is and execute dpkg command form there.
