Well, I linked to it under election process:

# If fewer than 5 candidates stand for election, the 3 with the most votes are elected to the council.

If there exactly five candidates, and there are five slots, the five candidates get elected.

As ever, within the Council. The votes have no bearing on the matter.

What harm could come from low turnout?
The Council could be viewed as lame duck and it could be seen as "proving" that the Maemo community is tired, stale and non-existent.
