The SDK doesn't act the same way as the device, though (it's an SDK, not an emulator); so developers generally are reluctant to properly release things they've not tested on the device itself. And, supposedly, the device programme codes were supposed to be working alongside the release of the device in mid-November. If the delay between the release of the device and an actual chance to finish the testing was only going to be a few days, there's no problem with waiting.
Also, open source software is primarily about scratching itches - until developers get their discounted devices the primary motivation would have to be altruism.
Altruism and selfishness *together* drive OSS, one or the other on its own just isn't as effective.
