Usually there are two options, "pay for goods and services" with a fee and "send money to friends" without. Maybe it is different in different countries.

I payed with "send donation" and they took almost 4€ in fees...

Recently I've received 10€ from "He-Who-Must-Not-Be-Named" (thanks btw) and PayPal gives me 9,21€, so fee is 7,9% before countries.

Maybe it has something to do with how you invite people to donate and/or what they use as the source of the money.

I have just tried following the "send money to friends overseas" path and this is what I got:

Notice that the cost to the sender changes but the recipient always receives the full amount, i.e. the sender pays the fee. In your case, it sounds like the recipient paid the fee, so maybe the payment was of a different kind.

Exactly, if you click donation links, paypal takes from 6 to 8%.
This is treated like a purchase in a shop but the sender has to pay.
If you received uneven amounts, it is simply due to the sender giving fixed amounts. The other way around, if the donor decides to send full like 10€, he pays the fee on top.
There are just different forms on paypal, donation form subtracts the fee, send to friend form adds the fee.

Shop owners can easily negotiate fees down to 4% when using paypal regulary for business.

But also, i do not mind to give paypal a share as the service is kind of nice from customer perspective and transaction is near instant.

In the old days i used to send money via rip offs like Western Union and had to bare 10 to 20% fee based on obscure regional risc calculations and days of uncertainty until money was "picked up" by the reciever...
