If you're asking about the osm XML format, then no, Maemo Mapper does not render vector street data. All it does is draw raster data on the screen. The idea is that off-device servers do a much better job of rendering than something like the N800.

anybody see any issues in downloading all the maps and then using imagemagick to compress the images as jpgs? Will maemo mapper still read the maps if they are jpgs? I have a 4gig sd card in my n800, so I think I could get all of the us on there.

The maps are already stored in their native formats (usually PNG), so no, compressing them further will not help.
