http://talk.maemo.org/showthread.php?t=33638 should cover the operator part of your query, but be sure to pay attention to the warnings regarding extras-devel. The rest I'm not sure about.
On a jailbroken iphone it was just a case of locating the correct file location and replacing the default .jpg files with one of your choice.
If there isn't currently a way of doing this, is it something that is in the pipeline?
