...means you can use VS2010 and Expression Blend to develop - that's pretty straight forward and allows you to have the UI guys working close with the coders.
Their will be an app submission and provisioning process for anything that wants to get down and deal with unmanaged code.
And this sounds like a good compromise for me: write cool apps in Silverlight - and as soon you want/have to do more run through the approval/"QA" process - this may result in only stable apps will make it on the end-users device - what a nice idea .
