This fixed my N900 with 'all telephony functions disabled' problem of quickly heating up and very fast battery drain too! Thank you!
Does it also free some resources on phones without SIM's? And about how much?

Yeah, it annoyed me to hell!
So I invested some time to check out (having the luck to have some knowledge from my signature project)
And fix was/is easy

there are so many 'all telephony functions" threads, so I decided to post this message into a new one.
I have one N900 with this behaviour and I use it as WiFi device at home. But on each startup there pops this 'well known' message (sometimes also a similar one). And it hinders the boot, so on each startt you need to wait a bit and then click that message to continue the boot.
Annoying!
But the fix is really easy
Get root, edit /etc/event.d/sscd and comment out the
line with "start on started dbus", like
#start on started dbus
SIM-Switcher, automated SIM switching with a Double (Dual) SIM adapter
