Ya so I want to overclock my PC running with an Intel Core 2 Duo E7500 @ 2.93 GHz 3MB cache with 2GB ram.
More information about the E7500 can be found here:

Well my aim is to bump up to 3.5 GHz, safely. Will I have to raise the voltage? Any E7500 owners?

you should try clocking without raising the voltage! because increasing the voltage will increase heat which wont be good unless the cooling is really good!
you should be able to overclock to atleast 3.2ghz without raising voltage
