You might be "between the worlds", meaning that some packages haven't been updated properly. Reasons for this might be unofficial repos enabled etc.
In terminal:
After `version --dup` has finished reboot. Then runCode:devel-su ssu release 2.2.1.18 pkcon refresh version --dup
and see if it still finds more packages. If it doesn't find anything more to download, at least you know that you are completely in the latest version.Code:pkcon refresh version --dup
