vi /etc/osso-af-init/locale

Until now I am unable to set the proper date / time format.
When I select English as language then I cannot set the time fiormat in 24 hour clock and cannot set in the 4 digit year format (e.g. 2009-01-01).
Then I tried to set the language to English but the region to German de_DE).
However this results in that number field do not accept the decimal point , e.g. 8.12 is considered as 8.
I found lots of configuration files ending with en_GB:
Does anyone know which file contains the definition where I can force 24 hour format and ISO 8660 date format (i.e. 2009-01-01). ?
