I think you would have to e-mail Penny Arcade themselves mate, this is a current piece of commercial software.
Unfortunately I think your chances are slim as I don't think developers see the maemo platform as commercially viable. This has been my experience of trying to get the makers of Defcon interested in a port in any case.

They aren't even finishing the series, so I doubt they'll port it.
It's not a particularly demanding game, would probably work reasonably with the touch screen too. Anyone interested in getting this working? (Or maybe it has already been done?)
