What's the process for devel apps to be promoted to extras-testing?

I've seen apps I want to install got imported to devel since September but not yet promoted to extras-testing

I read that, the only thing I could find related to my question was

"The packages hosted here are promoted from extras-devel and have gone through an automated quality check."

Is there a long queue to be 'automated quality checked' or something?
Why are there still apps since September not going through?

Because they are not getting enough thumbs up, being this either because the quality is not yet in place or they are not getting enough testers.

AFAICT you have to promote your application from extras-devel to extras-testing when you think it's stable enough for testing and subsequent exposure to "users" when it gets promoted to Extras proper, the next part of the process is supposed to be automated, and related to thumbs up.

And getting testers is not an automated process. Maintainer or author can use t.m.o as a resource to advertise his project and encourage users to test.

Most N900 purchasers will have no idea what an open-source community is about. If you want to build a larger community of testers for your app, you could also explain to people what the maemo community IS, and how it enables them to contribute and benefit - even if they are not programmers.
