Check out py2deb. Makes building a deb very easy. Or I do it for you.
Your tar only contains a single binary, right?
Attached a .tar file containing the binary...
nmon12f.tar
Untar to /usr/local/bin...
OR use the .deb file (preferred method!):
nmon_12f-1_armel.deb
