The keyboard is backlit. Backlight is controlled by the ambient light sensor, which means that it is enabled only when needed and does not consume power when there's enough light to use the keyboard without backlight.

Is there any app that can control and set/disable the ambient light sensor for the backlight?

I guess you should be able to do that, since there is a applet to control screen brightness.

EDIT: I'm no developer by any means though, so don't ask me

well, it is controlled by the chip that controls notification led(s).

so I'd start digging from /etc/mce/mce.ini
after line "lysti RX51"

e: forget that line, there are at least kb light timeout variables before led patterns!

I already have the screen brightness app. It does not control the backlight keyboard.
