are the apps at the following repos above be able to be completed? or they'll just be forgotten?

That's a rather generic question.

That is entirely app dependent as every app is from a different developer. Whether it's forgotten or not is depending on if the developer plans to move forward.

Apps by themselves do nothing. Everything depends on maintainer/developer.

so its in the hands of the developer.

so how is an app made or developed be approved and moved from devel or testing to other optimized repos?

are there people who review these kinda apps?

I Create App "Runme"

I upload "Runme" to Extras-Devel

I test "Runme" on my device and maybe have a friend test it if I want.

I promote app "Runme" to Extras-Testing.

Up till now.. it would get stuck. It requires 10 votes to move into "Extras".. but nobody was voting on apps. However, there's a new "testing" crew going on whose purpose it is to test a handful of apps every week and vote them into extras.. so this is getting better.

I push "Runme" to extras once I have my votes.

Apps in testing should be complete. They're just waiting until enough people have tested and approved them (and for the minimum time period to pass) before moving up to the main maemo.org repository. There's now a dedicated testing squad working to get the current backlog cleared and make sure apps move one way or the other out of testing as quickly as possible.

For apps in devel, it's entirely up to the developer/maintainer. Some of the apps have absolutely no chance of passing testing (because of how they've had to be implemented, or because of what they do), so they'll never leave the devel repository (they can still be very useful for those who need them and know the issues/side-effects). Others are still undergoing heavy development, with a small number of users providing suggestions/requests to the developer. Once the developer is happy that the app is sufficiently developed to have a wider release, they'll push it to testing. Yet others are dead, with no sign of any ongoing development work - they may get picked up again in future, or may eventually get cleared out (not sure whether there's any system in place for that though).

Only vote if you've actually verified that the app meets all the checklist requirements (http://wiki.maemo.org/Extras-testing/QA_Checklist). There was talk of having different weights of votes, so normal users could vote for apps that "worked for them" without needing to check off all the requirements, but I don't think this has been implemented.
