Sometimes a network can be open, but filtered by MAC address, so you have to make sure you can somehow talk to the administrator. Some hotspots you actually have to buy something to get access. maybe that its the case. Unless you know you can enter, say, with your notebook and not with the tablet. then it may be something with the lan configuration.
